Sandy M. Kaplan, Esq., Joins JAMS in San Francisco
San Francisco – JAMS, the largest private provider of alternative dispute resolution (ADR) services worldwide, is pleased to announce Sandy M. Kaplan, Esq. , has joined its panel. Mr. Kaplan brings over four decades of experience representing a broad spectrum of clients in construction- and insurance-related disputes.
Mr. Kaplan practiced at Gordon Rees Scully Mansukhani from 1982 to 2025. He played a key role in shaping the firm’s construction law practice as a co-chair and founding partner of its Construction Practice Group. Mr. Kaplan’s former practice included the representation of developers, property owners, general contractors, design professionals and subcontractors for both plaintiffs and defendants across commercial and residential projects. He has served as lead counsel in more than 800 mediations and tried over 20 cases.
Based in the San Francisco Resolution Center , Mr. Kaplan will serve as a mediator, arbitrator, court-appointed neutral (referee/special master) and neutral evaluator, handling construction defect, construction, engineering, insurance, personal injury, and real estate and real property matters. He is available to conduct sessions in person, as well as virtually, for clients across the country and internationally.

Mr. Kaplan’s experience extends to the appellate level, having served as lead appellate counsel in notable construction-related published opinions, including in Brisbane Lodging v. Webcor and Renown v. Hensel Phelps . For his work and accomplishments in the construction claims and defects space, he was consistently selected as a Super Lawyer and Best Lawyer.

Mr. Kaplan earned his B.A. at Franklin and Marshall College and his J.D. from the University of San Francisco. He additionally trained at both Harvard University and Pepperdine University, where he received certificates in complex mediation practices.
